"Just following orders" might be plausible when a person signs up for military/police service, and it turns out they are doing things that were completely unknown to the person beforehand, and to refuse would likely get them killed/tortured/imprisoned. These people knowingly joined up to take a stand against the government. The possibility of getting killed in a shootout with police was known up front, and even romanticized by some. That excuse just doesn't cut it here.

I don't think it's so much courage of his convictions as realizing he was going to spend a lot of time behind bars and didn't want that.

I think he thought he was going to win. The guy had it in his head that he was Rambo or some shit like that and was looking to shoot all the cops, resuce his friends and then hightail it back to the bunker where the glorious revolution against the Kenyan usurper would finally get started. The flaw in his plan was that is was thought up by an incompetent idiot.
