An alternate system of quantum numbers

How is this system related to "traditional" quantum numbers?

What does this system do that the "traditional" system doesn't?

I read it again, and again I found no clear presentation of these alternate quantum numbers and how they related to more mainstream ones.

The section on atoms' sizes reminds me of this:

There is an entry on "Template:Atomic volume" It is now deleted, along with my comments on it. But in that entry is:
