That an allegation was made does not mean that it is true.
Apparently the woman is married - could the allegation have been a way to cover up her infidelity toward her husband? In addition to her extorting money from Hegseth.

Days later, the accuser told a nurse that she suspected “something may have been slipped” into her drink that October 2017 night, according to the police report.
Something
may have been slipped? Was blood toxicology done? Was anything other than EtOH found?
Timothy Parlatore, Hegseth’s lawyer, previously told The Washington Post that his client was “visibly intoxicated” that evening. Citing video surveillance footage that showed the two of them walking arm-in-arm, with the woman smiling and looking coherent, he claimed that the woman was the “aggressor” that evening. The newly released records confirm his description of the video footage but do not address his characterization of the woman as the aggressor.
Hmm. She seems coherent, walked "arm-in-arm" with him. Certainly looks like a regretted hookup and not a rape.
Also, I think the accuser's identity should be released. If this is to be an issue at the confirmation hearings, she should have at least as much integrity as Blasey Ford. Anonymous accusations should not derail nominations, regardless of party.
This CNN article goes more into details, including salacious ones.
CNN said:
Hegseth said that Doe asked him if he had a condom, and he didn’t. He said he asked her if that was a problem, and she said it wasn’t, and he ejaculated on her body.
After they had sex, Hegseth said, he had a “very clear conversation” with Doe, who told him she would tell her husband she had “fallen asleep on a couch in someone else’s room.” He told police that she showed “early signs of regret,” but did not elaborate.
Edited to add:
I looked at the actual police report.
The pdf is images and not selectable text. So I will paraphrase some points.
- Allegedly, she only remembered that she was assaulted after having sex with her husband that Monday.
- She did not go to the hospital until 4 days after the alleged incident. No wonder there was no evidence, whether or not anything happened.
- She and her husband (who was not at the events for some reason) exchanged a lot of texts about Pete Hegseth. She compared him with someone called TDB, and husband indicated that this TDB wanted to have sex with his wife, and that was not a good look for Hegseth to remind her of him.
- She came to her and her husband's room around 4am and said that she must have fallen asleep. This is consistent with Hegesth's statement that this was going to be her excuse for coming to the room that late. Husband also said that she did not have trouble walking and did not slur her speech.
- Police report cites a redacted witness who stated that Hegseth appeared very intoxicated while accuser did not. So who took advantage of whom?
- On video, neither had "unsteady gait" and accuser was smiling while Hegseth was talking.
