A question about anthropomorphic animals and clothing

How come artistic depictions of humanized animals often show them wearing some kind of clothing on their tops, but nothing on their bottoms

You'd think it would be the other way around. I heard Walt Disney was a little on the pervy side, so maybe that's it.

I heard a story that 20th Century Fox put a lot of pressure on George Lucas to put some pants on Chewbacca. Somehow George managed to talk them out of it. Maybe he decided that Wookie "dangling bits" are on the small side.
 
I think it's just the opposite. If you put pants on them, the assumption would be they have something to cover. This leaves nothing to the imagination and leave no doubt as to the purity of thought.
They should have put pants on Chewy. Would have drawn in a much wider female audience. A conflated boner if ever there was one.
