Richard Engel reported a couple of weeks ago that Isis had specifically sent over 30 fighters to Turkey to make a big splash during Ramadan. Seems it has come to pass, and there may be more. It seems like Isis is trying to destabilize Turkey as a route for many of it's fighters to get through to the caliphate and also to tip them over from officially secular to theocracy.

but I do find it interesting that they haven't yet claimed credit

I do highly respect Richard Engel's reporting, though
 
It's the desperate swings of a crumbling failed state. ISIS is being cleared out of Iraq. It has regrouped somewhat in Syria, but its resources are dwindling and it continues to lose territory weekly to the Kurds and Assad. But the attack against Turkey (this doesn't fit the m.o. of Kurdish terrorists) is somewhat clever, as Turkey has few options to respond. The Turks don't like the Syrian Kurds or Assad. Turkey has no natural partners in Syria. Its active entry would create more problems than its contribution would be worth. There seems little it can do but huff and puff.
 
Watching the news earlier, they said they think the suspects where Chechen Muslims. Waiting on DNA analysis.
