There could be a three card monty on the SPECIFIC masks commandeered, so those are not "sold". But masks are a fungible item. It could easily be done in a way that barely skirts breaking any laws.
I guess this may be why he can get cronies to join his administration. Decide where masks go and through interlocking web of LLCs you will get paid by the other crony who gets the contract. Maybe the crony contractor will buy some property from crony Trump admin appointee for ten times market value in two years.
