The difference is Due Process. A black man kills a black man, they are going to jail. A Policeman kills a black man, almost regardless of the actual circumstances, that officer will not be charged, and almost certainly not found guilty of murder.

The Ferrell case shows the problems a black man has when being black. A car accident victim trying to get help, has the cops called on him, and despite acting initially very calm and reserved, the officers treat him as a criminal, try to taser him and then ultimately kill him. The officers immediately assumed the guilt of the man being a criminal. Had he been white, he most likely would have survived the ordeal.

Unarmed black people are not automatically criminals. It is not part of the duty or expectations of the police to gun down unarmed citizens. It should not be the case that the automatic assumption that someone is a deadly criminal justifies a police shooting is valid, especially when the victim is neither deadly nor a criminal.
