Maybe our language is not used well enough in cases like this.
I would say that the word "responsibility" does not have to mean "blame" or "culpability". Culpability is for the men who had sex with a whacked out Hynde - maybe she was so whacked out that violence or threat was not needed. That should not take away culpability.
The problem with drugs and alcohol is that people gradually slip into getting more screwed up when the plan was just to get buzzed. So the responsibility for putting oneself in a dangerous place with lowered mental ability is not a black and white thing.
The closest comparison is getting intoxicated and walking in an alley or around a large milling crowd of ne'er-do-wells and counting your money while stumbling drunk. You shouldn't have gotten so drunk that you did that -- but do you have "responsibility" for that ? Or is another word better to use?
To take the analogy a bit further, drunk sex/rape can be a bit different than assaulting or robbing a drunk, because you don't often have a would be robber hanging out in the bar plying drinks to a particular target. That is some Cask of Amontillado shit right there.
