Addressing the OP, Clinton's gaff was just that, a gaff. She wasn't setting forth a policy.
Part of my fear with a Hillary presidency is that I don't see any new policy coming from her. When it comes to education in particular, we've had the same-old-same-old coming from both sides for some time, and Hillary just seems to me to be perpetuating the status quo. I'm not satisfied with the current direction of our education system, and I don't see Hillary changing that.
Which is the main problem with Clinton as a candidate. Right now, she has a walk into the White House simply as a result of being Hillary Clinton. It does not serve her interests to do anything bold or risky which might potentially backfire or might cause problems with her 2020 reelection campaign due to her not having fulfilled some election promises she makes this time.
All she needs to do is stay the course for the next eleven months and it's easiest to do that by avoiding being specific as often as possible.
