We have no such thing. You have provided no evidence of any college that cultivates or has an “extreme black bias” (whatever you mean by that).

It doesn't matter if they cultivate it or not, a disparate result is proof of discrimination according to your side. Therefore a college with that great a racial bias is a major discriminator.

“My side” says no such thing. A disparate result is evidence of possible discrimination that merits further investigation.
