They are a race of hegemonic imperialists in Star Trek, but it's spelled differently I think.

Anyway, I think reform would be far better for black communities in the US...but also for other communities, and even for the police. Just in terms of physical safety, who is helped when Baltimore police barricade teens from going home, and then demand that they go home? Who is helped when they react to a woman in a dress like she's throwing bombs at them? Who is helped when police show up with military gear, in response to a simple march?
In my view, nobody.
