They both matter. The difference is, a few assholes robbing a store during a moment of major civil unrest is different from a LOT of assholes trying to coup the whole government during an otherwise peaceful exchange of power.

There is in this case because Democratic prosecutors have been very lenient on left-wing rioters, in many cases not even prosecuting them.There's no reason to even suggest that plea bargain = slap on the wrist.

Even these two arrests are probably futile because DA Mike Schmidt is routinely dismissing charges against Antifa and other left-wing rioters.

I do not see even vocal non-compliance as being a protester. To me a protester is trying to sway people's opinions about something with planned actions, not merely objecting, refusing to comply with the rules.
