Then wages and conditions ought to improve, or technological advancement, self sufficiency etc....but will the elitists allow that? hmmm, I think not

The answer is to just ban the immigrants from coming in the first place.
In my neighborhood, all the house cleaners are middle aged white women.

They may not 'want' them as such, but before all the mass immigrants came it was usually local people doing these jobs - now they've been displaced - so something clearly wrong there, iow: local people will do them!

Anecdotally, after living in southern California for sixteen years, you'd be hard-pressed to convince those who have positions available to hire citizens over immigrants. Many businesses that rely on low wage employees, e.g., lawn care, cleaning services, day laborers, etc. know they cannot be relied upon. They show up late, drunk, or not at all. So for all the people screaming to keep immigrants out, there are just as many business owners screaming to let them in.
See, first generation immigrants bust their asses for low wages so successive ones don't have to. Not only do they not have to, they don't want to. That's just the nature of the way things work.

I'm not sure what the problem is supposed to be. Fewer people desperate enough to accept a demeaning life under someone else's roof for peanuts... I call that progress.
It's not clear what "white" has to do with it either.

1. Cut welfare down to size
2. Employ farm workers etc through the state (local people only)

I know a couple of people who would love to do it. They've also stated that it would need to pay at least $80K, because they would not give up their current job to do it.

Then why are you bothering with 'encouraging the locals' bullshit? You're doing it backwards.
1) Ban immigration entirely.
2) Then figure some effective way to stop illegals, because you haven't made 'here' any less attractive to the people that immigrate.
3) If the source of cheap labor dries up, the jobs will still be there, and people will have to pay decent wages to get the locals to deign to do them.
4) And then figure some way to police the business that remain profitable by hiring illegals to do the jobs immigrants had been doing and locals won't, not for the prices the businesses think they should have to pay for the labor....

OK, I have got to say this.
My grandmother worked in service as a cook for the majority of her work life. She never hung her head because there is no shame in a honest days work for a honest days wage. My mother worked many jobs before getting a job in the Postal Service, everything from bookkeeper to day worker. She never hung her head because there is no shame in a honest days work for a honest days wage. Being in service is NOT disgusting, it can be quite ennobling. Hopefully before some of the posters here find themselves old, decrepit and in need of someone else to wipe their asses, they will come to realize that.
