Which means he is implying that tensions (ethnic or racial) are ever higher than usual - regardless of the actual race or ethnicity or religion of the attacker. Racial tension in St. Cloud have been on edge a long time before Somalis came to Minnesota. Nor do racial tensions require Somalis. Nor does an instance of poor behavior by one group negate the reality of racial tensions. I realize that genetics explains the persistence of irrelevancy and illogic in your posts, but it is not an excuse.
