Terrorist Attack in Canada

I'm curious - where exactly is the line between a hate crime and a terrorist attack anyways? People are saying that this should be called a hate crime and not a terrorist attack. The KKK guy who shot up the black church last year was referred to as a hate crime. The Muslim guy who shot up the gay nightclub was called a terrorist. Other than "the shooter was a Muslim", what classifies one as a hate crime and the other as terrorism?
 
motivation.

"punishment" for being a member of a particular group is a "hate crime".
"invoking fear of harm" in a group of people to inspire a particular action is "terrorism".

Terrorism is a political crime. Hate crimes are exclusively due to race.

Oddly enough, the SC shooting allegedly was aimed at causing a race war.

Ya, that's what I mean. The guy wanted to start a race war, but it's a hate crime and not terrorism. The Orlando guy didn't like gays, but it's terrorism and not a hate crime. There were political rationales and hate rationales for each, but the former seems to be consistently described as a hate crime and the latter consistently described as a terrorist attack.
 
Hate crime depends on the victim, but terrorism doesn't. Some crimes could be both, up to prosecutor what to charge. Legally speaking.

Politically speaking is another matter.

The goal of the attack was to anger blacks, not try to change their policies or go into hiding or for them to hide they are black.
The Orlando guy didn't like gays, but it's terrorism and not a hate crime.
Did they find anything regarding him liking ISIS or was this ultimately a self-hate thing (I was thinking it was the later). And in that case, that should have been a "hate crime" as well. However, the sheer number killed and his religion likely promoted itself to terrorism.
 
I haven't seen proof he's a Christian. That article's evidence is that liked the Reasonable Faith page. But he also liked Richard Dawkins and Christopher Hitchens.

Actually he called the Canadian Prime Minister on this a couple of days ago.

“President Trump expressed his condolences to the Prime Minister and people of Canada following the tragic shooting at the Centre culturel islamique de Québec, located in Québec City, and offered to provide any assistance as needed,” Trudeau’s office said in a brief statement.

During his Monday afternoon press briefing, White House press secretary Sean Spicer said: “This is another senseless act of violence which cannot be tolerated. We condemn this attack in the strongest possible terms. It is a terrible reminder of why we must remain vigilant and why the president is taking steps to be proactive rather than reactive.”

Spicer said that Trump offered Trudeau U.S. support as Canadian authorities investigate the attack.
