This is interesting. This is the confession of Otto Warmbier, than man who on holiday in North Korea, was sentenced to 15 years hard labour, was so physically abused that he died from the resulting neurological damage.
The student who tried to steal a piece of North Korean propaganda, while drunk, didn't. He seems to have wandered into a not locked "staff only" area picked a piece of propaganda off the wall and then just left it on the floor. End of story.
He got 15 years hard labour for... basically... touching someone else's stuff. His choreographed "confession" reveals no real crime. In the west, this kind of trespassing, is at most a misdemeanour. But a hotel, where drunken guests are expected to stagger down the corridors will have a hard time explaining how it wasn't on them to lock the "off limits" door.
I think it's pretty clear that if anybody was at fault, it was the hotel.
