It was mostly just a pinprick--shutting down the Internet Research Agency (IRA) based in St. Petersburg for just a day. But it was on the day of the US midterm elections in 2018. See U.S. Cyber Command operation disrupted Internet access of Russian troll factory on day of 2018 midterms.
I doubt that the US has much ability to go after the operation headed up by Putin's crony, Yevgeniy Prigozhin, but they are at least putting up a token resistance. It is hard to do while the US President is doing all he can to minimize Russian interference and influence in our politics. The IRA is still very active in social media around the world, and the Russian government seems quite proud of their ability to conduct successful
asymmetric warfare operations against other countries.
I wonder whether Russia's recent announcement of an experiment to disconnect from the internet (See Russia Is Considering An Experiment To Disconnect From The Internet) was partly a response to this action by the US government. In any case, these are likely the kind of actions that are reviving the Cold War in the 21st century. The US is well behind in its asymmetric capabilities now, but I suspect it will manage to catch up after the Trump administration is replaced by one that is more willing to address the problem.
