Well, some right-wing think tank can't do simple math and decided to publish a paper to prove how bad voter fraud is in Virginia.
The paper then blabbles on for a while about how great they are and how the Government impeded on their righteous investigation. Then we get to the good stuff!
In 2008, voter turnout in Virginia was 65%. Assume, 3/5's of population is voting age, then 65% of that votes ----> 31 people in 226200 voters. That would be 0.014% or roughly 1 in 7000 actual voters in the analysis region.
I know, voter fraud is destroying America!

This is where that inadequacy in math comes out. Those 8 Jurisdictions, 31 non-citizens had voted. That 8 jurisdictions have a lot of people living in them, approximately 580,000.
