Yeah, going through that sort of thing should be mandatory for the protest leaders. I can't imagine how that could be done, though.

A good idea would be too costly in terms of manpower to do this every time, but I think some protesters ideally leaders can take part in such events.
 
Whats the point of putting an untrained civilian in hypothetical situations?

This is effectively training some civilians into use of force training, as trained officers do. Training by nature will start with non real events. I don't think it will include baton practice on a dummy however.

There aren't that many leaders, I think it would be feasible.
