I'm working on this, maybe you can help. How does the ACA compare to a run of the mill omnibus bill like Cromnibus: http://en.wikipedia.org/wiki/Consolidated_Appropriations_Act,_2014 I'm trying to find a way to understand and communicate the scope and significance of the ACA in contexts historical and current.
Comparisons I'm interested in:
1) Length
2) Effect on the economy -- this is almost impossible to answer. I'm looking for some kind of metric that would say the ACA was or was not the most significant bill WRT the economy. Is there anything we could use to measure?
3) Bad shit slipped in.
4) Pork
Any other worthwhile comparisons that I have not though of are most welcome. It doesn't HAVE to be another omnibus bill, maybe another law would also be good as well.
