Activists and political leaders lying about the extent of their end goals

For things that they have an ill intent for and/or they think society is not ready for an expansion of rights to more groups.

Society is at condition A, a leader wants to get to condition J and only makes a case for getting to C in a few years. Many of the people who were leery of C will realize that it is actually a good deal. Also, people empowered by the change to C will now have more leverage. There may be a small contingent of people who are screaming about how terrible C is, but they are losing influence.

Next while in state C, the persuasive arguments for F are made. In 10-20 years the society will be in state F, and the final push to J is on.

What is interesting is that the (A loving, J hating) people who claimed that the activists pushing for A to become C actually wanted J are laughed at. How often are they laughed at by the same people who are lying and actually want J? All is fair in politics I guess.

Are there personal letters or memoirs of any leaders or activists showing this intent and strategy?

I don't think that this topic has been specifically broached here.
 
As in "thin edge of the wedge"?

Maybe more aptly called "just the tip".
