Water.

A nusiance for a developed country that can afford to desalinate. A big problem for the third world.

Of course, with the main harm falling on the third world there's not that much pressure to do anything about it.

One thing that was not mentioned was that even if there is more rain, it will normally not be enough to offset increased evaporation.

Places can be back in drought shortly after torrential rains.
