This theory is the Unruh radiation can create inertia in an object and that can be channeled to create a really big acceleration. Most scientists think it’s bunk as it would invalidate much modern science, including general relativity.

I’m extremely skeptical of new theories that allegedly explain away major physical problems like galaxy rotation in simple matter.

Another article is skeptical but somewhat supportive.

So is it a big waste of taxpayers money?

We can't know if it would be a waste until after it is wasted.

Even null experiments can sometimes teach us a lot. All the money and time spent attempting to measure the aether, which everyone 'knew' had to exist, showed that it didn't. This null experiment in part led to the theory of relativity.
