DC pot initiative blocked by congress: a possible workaround

So, I'm generally of the assumption that congress of our time is overloaded with shitbags. Recently they moved to block a DC pot initiative which would have made the crime situation there much more reasonable. The problem is that because DC ballot initiates can't create an appropriation, it makes me wonder if the DC council doesn't have a nuclear option of their own, which would be perhaps better by way of 'sticking it' to congress: could they in fact vote to NOT apply any regulations or taxation on recreational marijuana and open all floodgates?

It would technically not require any appropriations at all, and it would make congress look like the pile of douchecopters that they are. But I'm unfamiliar with the way the DC initiative was written, so I am unsure if this is a technical option or not.
