But who's paying for them?

Basically, from what I understand, Egypt currently doesn't have the means for such a modern weapon system.

Half of the price is a bank loan guaranteed by COFACE, the French state-held export insurance. Meaning that in the probable case that Egypt defaults on the payment, French citizen will have gifted 12 of the 24 jets with their own tax money. I suppose the French government sees that as both a way to support Dassault and a way to support Egypt's help with Islamists in Libya.

What about the other half? Rumours are about funding by Saudi Arabia or UAE, what is their interest there?
What's the US take on that, wasn't another batch of F-16 or some F-35 considered by Egypt at one point? What would have the financial structure of the deal looked like?

They've bought modern weapons systems in the past. They border with several hostile, well-armed and/or unstable countries, and were invaded by the Western powers only a generation ago. They may not be the richest country in the world, but buying poor quality weapons wouldn't do them any good at all.

How dare Egypt not pull the US line 100%! It is our Military Industrial Complex or war!
