The point which I think is valid from the Pidgin English translation through freetranslation.com is that there are lots of areas in Syria where there is no conflict. Asylum seekers who are a threat to others, be they the minority should be deported if they have bee convicted of crimes, murder or violence. After sentence it should be a one way tickets. This is the rule in Arab countries where I have worked. In fact if I bring a guest to the UAE while working there and he or she breaks the law it's the bum's rush for both of us.

However anyone who commits crimes should be prosecuted and if found guilty sentenced as appropriate for such crimes and or deported if not a citizen. Wrong. A fascist dictator can pass laws and enforce them, no cooperation needed.

Cooperative democratic creation and enforcement of mutually beneficial rules requires that the people who are going to be involved in that cooperative effort be identified, agree to be involved and thus held accountable by the rules. With a society of any size beyond small clans, this requires that a geographical region be identified and thus all the people within those boundaries considered to be part of that cooperative agreement, and taxes collected from them the help pay for enforcement of those laws. To prevent people from violating those laws then merely leaving the geographical region to avoid punishment, there must be some regulation of the geographical boundaries.

IOW, there must be nation-states, which is why cooperative democracy did not exist until the development of nation states.
