Issues #2 and #3 in Ohio, election results

As with all initiatives it is complicated to understand, but it seems like the backers of issue #3 got too greedy and this led to a backlash from the legislature via issue #2 that will probably also effect tax policy, which could suck.

Any opinions?
 
I don't really get the rationale behind 2 without consideration for 3. If they don't want monopolies or tax exemptions then why not simply vote that way?

For the record I'm not a huge fan of ballot measures specifically because of situations like question 3 - which realistically should have been two separate measures.

1 I can get behind though.

And 7 ate 9.
