Comment is at about 44 minutes. Graham is pretty saying he has done so much for blacks, just like Trump. It was a very odd statement to conclude with the topic at hand, but within the context, it seems like he was trying to paint Harrison is being part of the liberal wing of outside Democrats and blacks should vote for Graham because he will help blacks like he has done so often.

He did the nice, if Harrison loses, it won't be because of race... implying the Democrats are the ones bringing up race.
