Vladimir Putin has managed to trigger a new Cold War with his aggressive military posturing, foreign assassinations, and meddling in foreign elections. Apparently, he has decided that Russia can get into another arms race with the US--picking up where it left off before the collapse of the Soviet Union. So his government is announcing all sorts of new weapons developments. Part of the posturing involves stepped up submarine activity in the Atlantic, which gives the US Navy an opening to re-establish the US Second Fleet in the Atlantic. It was disestablished in 2011 under President Obama, when it was thought to be of little use. Not good news for US taxpayers or those of us looking for an improvement in US-Russia relations. But I don't suppose that that is likely while Putin remains in power.
