I heard that he was going to announce a cyber security law that would not actually help much with that, but instead incorporate RICO against whistleblowers. Or something like that.

Points 6 and 7 and the comments are worth reading.

It looks like RICO is not against whistleblowers at all. It's against even minor players in a hack to rope them into culpability at a lower standard. Which I may or may not supprt depending how that actually gets used, but it's not the whistleblowers targeted according to the article.
