That is my opinion. Narendran Modi is inflicting previously unknown horrors on Delhi's bureaucracy insisting that they work and they will be graded according to their performance.

After Union ministers claimed they worked 16 hours a day, the bureaucracy has come onto the radar of Prime Minister Narendra Modi. Circulars have been issued telling bureaucrats to observe a strict 9-am-to-5.30-pm job schedule with a 30-minute lunch break. The move follows the realisation that the “policy paralysis” of the UPA government had much to do with the bureaucracy becoming dormant.

It has also been stated in the office memo that staff members in ministries must stay in their offices during duty hours, except for other reasons when they are permitted to leave their seats. “It’s for the first time that such a circular, with the threat of punishment if punctuality and attendance are not maintained, has come. There used to be instructions earlier when a new minister used to take charge but they were not so specific and targeted,” said a senior official.

Officials are expecting clear instructions for the senior ranks of the bureaucracy for time-bound decisions on files sent to them as well. “Decision-making will not be hostage to movements of files among officials and that is the message now percolating down in the bureaucracy,” said a senior official.

For probably the first time in years, this Monday, secretaries to the Government of India were asked to cancel all leave plans and stay in office for the next two weeks to gear up for the new government. "I have been working at the Centre for six years now, but haven't seen such a diktat yet. Even when Parliament was rocked by debates on missing coal allocation files or the economy's slowdown worsened over the past year, the officials in charge of these ministries would travel abroad or outside Delhi without any fuss," an official said.

Following its mantra of maximum governance and minimum government, Prime Minister Narendra Modi may implement performance-based incentives schemes for central government employees.

The Department of Personnel and Training (DoPT) is slated to give a detailed presentation on Performance-Related Incentive Scheme (PRIS), which was recommended by Sixth Pay Commission and accepted by the UPA government, to the Prime Minister soon, officials said.

As per the draft guidelines framed during UPA's tenure, performance-related incentive will be payable taking into account the performance of the organisation and employees during the period under consideration.

These days, a normal day in the central secretariat starts at 8.30am. More so because, just a few days ago Modi reached his South Block office at 8.45am and found that many rooms were locked.

Bureaucrats, who usually go on vacation in the summers don't want to leave their chairs vacant for this reason. (I think the official's idea about 'fear' says everything about the normal work culture of sarkari babus).

All this is inhuman. within 100 days it will be a night of long knives for Modi and his work-maddened zombies.:boom:
 
Wow, something so reasonable to cause such an uproar!! It has the optimistic feel of a leader who will next get onto corruption?
 
But assassination is hard work!
 
I find Modi's approach refreshing, given the notorious slowness of Indian bureacrats. Assassination? That would unleash Hinduvata extremists with a fury.
