Turn out was low in 2016. But very high in 2018. Trump will be a very polarizing figure all te way to 2020. I suspect we will see a rather high turnout then especially by women.

Overall % of turnout wasn't low relative to other years, but pathetically low relative to other developed countries. And turnout was low among Democrats and non-whites relative to Republican and whites, in part due to efforts by some leftists and the BLM to explicitly encourage people not to vote for Hillary.

Trump won b/c even though more people opposed him than supported him, his supporters had better turn out.
He will likely win again in 2020 for the same reason, b/c the liberals and leftists dumb enough not to vote for Hillary in 2016 are probably not smart enough to learn from their mistakes.
