A Possible Solution to Electoral Fraud

How about ballot box stuffing?

There are a hundred really easy ways to keep that from happening. The easiest by far is to log the ID numbers of each ballot cast and the name and voter registration number of the person who cast it.
Which would eliminate the secrecy of the vote entirely. (Unless the voter registration numbers are anonymous?)

No, because the actual ballot is sealed so all you're verifying is a one-to-one correspondence between ballots and ID numbers: one number for each ballot. The people who count the actual votes don't have or need that information.

Of course, just having the ID numbers match up would solve that problem pretty simply too, since even if you vote on someone else's behalf, you can only use a given ID number once and the same number of ballots is cast anyway.
