The problem is that it is racist to focus public educational funds on one race and no others.

Are you under the misimpression that every dollar spent by the Milwaukee School District (or any school district for that matter) is spent curriculum and programs for every student? School districts have specially designed programs for all sorts of categories of students - categories that may be based on demographics.

So because we can't deal with 100% of waste we shouldn't even try?!?!
