Companies generally like people to be able to find them and not have their widely published address be a street that no longer exists. And signs alone can number in the many hundreds with costs in the many thousands for major roads

There is no positive to it, so any cost is wasteful. Those who feel otherwise can pay for all the cost themselves if it so "minuscule".

Surprisingly, "Dollar" is actually his family name, given to him at birth.

There's a prosperity theology preacher in Guatemala who goes by Cash Luna. Apparently, his nickname comes from when he was a kid. His given name is Carlos Enrique, and he pronounced Carlos "Cashlos" as a small child. That at least is a plausible story. Nicknames - apodos - are a big part of the culture in Latin America. They can be quite mean, actually, and you need to have a thick skin. If you are overweight, be prepared to be called gordo for the rest of your life. That means "fatty." If you have a long nose, you might end up being called bruja (witch) by everyone including your grandmother. If you have have epicanthic folds (quite common due to the Amerindian admixture) you will be called "Chino" or "China." You can guess what they mean. Perhaps the most cruel example I know of is of an unambiguously ugly guy nicknamed guapo. Of course, it isn't really done to be cruel. Lots of gringo's get really taken aback by it, though. I worked as a server in a restaurant and the cooks were all from the same place in Guatemala and had grown up together. One girl who spoke some Spanish came up to me and asked "Why do they keep calling Carlos Fatty?"

This exact instance that lacks any support and won't happen isn't important. But it raises the general issue about the idiocy and harmful costs of the general rampant practice of street and building renaming, and while we are at, moronic things like Presidential libraries.

BTW, the cost is more than signs, it is maps, official records, and it impacts businesses, etc..

For this kind of name change, there would be no cost other than replacing one or two dedication signs. They are not even renaming the road itself, just dedicating a portion of it to the person being honored. No maps will be changed, and no actual street signs will be changed. Also, in this case, it would appear that at least one of the dedication signs is damaged and will need to be replaced regardless of whose name is on it.
