No, it does not. There is a difference between being raped and regretting have sex with someone because you were inebriated. I believe Toni's point is that there is a group of men (and to a much lesser extent women) who target inebriated women. Sometimes the result is rape and sometimes the result is regretted sex. In either case, whether or not it is a crime or a violation of the student conduct code, her point is that type of targeting is despicable.

An inebriated woman does not have the capacity to make a sound judgement and could well bring up rape charges.

Anyone can bring up a rape charge, regardless of her (or his) level of inebriation.
