While I think the message was pretty clear, this little piece of film appears to have wandered here from the 40's. The black and white and buildings indicate that. Not a bad piece in its time.

The MCMXLV copyright date (1945) gave that away right at the beginning.

These are good principles even if the film makers didn't seem to see the despotism towards racial minorities that was rampant in the US at that time.
