I think using the term "war" in the article is hyperbolae for competition.

They are competing for the future charging market.

What I get from the bit you quoted is that they are not so much competing as they are trying to get approval from the government regulatory agencies to allow them to invest in the infrastructure so they will be prepared for the demand and so they can compete.

Getting approval for the infrastructure is part of the competition.
