Didn't realize until now that Switzerland represented the entirety of Europe. And they do that without membership in the European Union. Wow!

While the Swiss are Europeans, Europeans are not necessarily Swiss. The OP article is specific to the Swiss not to Europe in general. At best, it is misleading to claim "Europeans turning a blind eye to terrorism" for two reasons:
1) it implies this is a European phenomena when the article clearly states it is Swiss, and
2) it implies this is a current European policy when the article refers to actions a number of years ago.

But that would be a counterfactual claim - where this is, if anything, a lack of specificity.

Are the Swiss Europeans, even if they don't belong to the EU? Yes. Just as the Moldovans, Norwegians, or the Monegasque are.

Is this a case where the Swiss Europeans turned a blind eye to terrorism? Possibly - depending on what corroborating evidence there is to the claims made in the article.
