Conquest and kultur; aims of the Germans in their own words, compiled by Wallace Notestein and Elmer E. Stoll ... Issued by the Committee on public information ... November 15, 1917.

-----

An interesting collection of material collected from newspapers, politicians speeches, books and other materials prior to WWI.
Germany was a hot bed of militarialism, dreams of conquest, and German hegemony. Some of it crazy. Many German thought leaders were spoiling for military conquests, and state so in a most belligerent fashion. This book is a scan with lots of typos, but is still readable. A good historical backround as to why WWI happened.

And probably part of the explanation of why Hitler and the Nazis came to power. Defeat of Germany in WWI did not change many minds it would seem.

The Versaille Treaty crippled Germany. From an old poli sci class, The Europeans new war was coming, and many looked forward to it. There were parades, men got old uniforms. They thought there would be fighting followed by a treaty and they'd go back home after some rousing good fun fighting.

Se[temberprogram. Germany's plans for France and Europe after they had won WWI.

...

  • France should cede some northern territory, such as the iron-ore mines at Briey and a coastal strip running from Dunkirk to Boulogne-sur-Mer, to Belgium or Germany.
  • France should pay a war indemnity of 10 billion German Marks, with further payments to cover veterans' funds and to pay off all of Germany's existing national debt. This would prevent French rearmament, make the French economy dependent on Germany, and end trade between France and the British Empire.
  • France will partially disarm by demolishing its northern forts.
  • Belgium should be annexed to Germany or, preferably, become a "vassal state", which should cede eastern parts and possibly Antwerp to Germany and give Germany military and naval bases.
  • Luxembourg should become a member state of the German Empire

...
Ludendorff's plan was to make Ober Ost a colonial territory for the settlement of his troops after the war as well as provide a haven for German refugees from inner Russia.[3] Ludendorff quickly organized Ober Ost so that it was a self-sustaining region, growing all its own food and even exporting surpluses to Berlin.
