Like what if the Obama administration flooded the Mexican cartels with guns, and then one of them crossed back across the border, and was used in the USA.

Of course Justice Thomas wrote the opinion, since he has been the court's strongest defender of firearm rights. One just has to look back to his separate concurrence in McDonald v. Chicago where he laid out in explicit detail the racist origins of gun control and how the 2nd Amendment was indeed an individual right.
