a little of everything
(such as a healthcare proposal) that was formed by an interest group not actually working for their government?

For example, would it be unheard of for some really concerned group, of say conservatives that really just want a better healthcare bill to pass in the U.S., to actually form one for their government to use? And if the party in power likes it, could it be possible that they actually use it? Have you ever heard of this happening?
 
I am not sure of health care, but ALEC has written lots of right leaning bills that have become, more or less, law. ACA started as a project from Heritage foundation.
 
The 401k program was originally a proposal from the IEEE, the Institute of Electronic and Electrical Engineers, for portable pensions. It was high jacked by corporate interests to allow them to loot their existing defined benefit plans. Both are non-government entities.

Medicare, Medicaid and Social Security were all government conceived programs.
