Perhaps the solution is to adopt Cuba's healthcare system. I'm sure the medicos would appreciate being paid peanuts.

Which wouldn't be a bad thing at all, provided the education is free.

Lots of highly skilled public service positions don't pay a lot. As long as it isn't coupled with crippling debt, this is alright.

Many Cubans have no idea where their next meal will come from, let alone pay for something they can't afford.
