Well, again the US ship would have to have the CIWS system to fire it. In the most recent event, this weapon system wasn't installed on the ships in question. Ironically, the CIWS system was designed as the last defense against incoming missiles, and in the early years of its deployment it was sometimes sarcastically called the 'abandon ship alarm'...now evidently it is a cool toy to blow up third world speed boats.Videos of the Iranian speed boats in question show these are not sophisticated military boats, not like used by say, Germany's S-boats in WW2. Not like US PT boats. These are not much different than Bubba's salt water sports fishing boat. But with a 20 caliber automatic cannon. Potentially dangerous only if they loaded up say, 300 kgs of high explosives and made a suicide run. If a US destroyer decided they had to blow one out of the water, it would not be hard or demand highly expensive high tech weaponry.
It is a dangerous game, as they are not Russia nor China, but not sure if I would call them idiots. The below ships are not very maneuverable speed boats, so they are further apart, but probably just a dangerously close for their size:These Iranians are idiots.

Video of the incident, which was obtained by CNN, shows the Russian warship rapidly approaching the USS Farragut, coming as close as 180 feet to the US ship before changing course, according to two defense officials.

The U.S. Navy destroyer USS Decatur had to maneuver to avoid a collision on Sunday after a Chinese warship came within 45 yards of its bow as the American ship transited a disputed island chain in the South China Sea on Sunday, U.S. defense officials said.
