Most of them are Jordanians, from when Jordan annexed the land in 1948. Jordan's relinquishing their claim in 1967 doesn't change this. Israel's occupying it doesn't change this.

And look at what happened: The Palestinians had the best non-oil Arab economy in the world. They threw that away with the Second Intifada. Choosing the path of war often wrecks your economy. (And in this case was no doubt a deliberate objective--they were getting too prosperous to be used as cannon fodder.)

The Arabs have around 12 seats in the latest Israeli elections. In fact they may well decide who becomes PM and may well be the main opposition party. Not so bad for a people who claim they are disenfranchised!
