You have the causation reversed - the threat is low because the police kill so many "threats". Just think how many police were saved when Tamir Rice was killed.
 
I was going to ask what the hell happened in the 1920s, but then I saw the sign that said prohibition and I was like "Oh ya, prohibition".

If you ditched your stupid war on drugs, you have another cliff in those numbers and they'd need to readjust the scale of that graph. Up here in Canada, our new PM is having the former police chief of Toroto lead the effort to legalize marijuana. He'll probably end up saving the lives of a few of the offices who used to work for him.

Yeah. Drug legalization/making them available by prescription to addicts would be about the biggest thing we could do to reform the police.
