It looks like I do. But the OP was too much of a Poe.
These young men are victims of murder and assault. If they sue and if they win, they would be compensated for their injuries not their crimes.
Unfortunately these settlements are usually for orders of magnitude more money than any reasonable compensation. I do not think the surviving thief should be made a millionaire over this, nor the dead thief's family. That would clearly be profiting from criminal activity.
Their injuries are not the result of their crimes but the alleged misconduct of the off-duty police officer.
"But for" their crimes there would be no shooting. They certainly carry a great deal of blame here and that should be taken into account with any settlement or verdict. They certainly should not get more than half the medical bills for Edgar and half the funeral costs for Jose. And I also do not think the city has any liability at all here. The off duty cop was a) off duty and b) acting on his own behalf as a victim of a crime. An employer should not be held liable what the employee does on his own time in his own capacity.

If the victims of assault and murder and their families sue and if they win and receive compensation for their injuries or death, they profiting from the criminal activity of the shooter.

One would hope an impartial jury who hears and sees all the evidence comes up with a verdict and an award (if any) that is appropriate and just.

How do you know he was not acting as a police officer (even if he was off duty)?
 
Criminals/their families should not be able to profit from their crimes in a court of law.

The families of the victims (the dead kid and the kid that was shot but not killed) might be eligible for compensation for crimes committed against the victims, namely, their untimely death or bodily harm at the hands of a vigilante who decided to take the law into his own hands.
