Why are you stuck on some assumed prohibition on making a judgement if you weren't actually IN the situation? I had to correct someone on the forum about the sequence of events in the Wilson testimony that she characterized as implausible. The missing bit of information made it plausible but she didn't seem to notice.

Or she didn't agree it made it plausible or that it even mattered. But then again, I wasn't there, so I really shouldn't comment.

The situation with black cops and blacks generally is precisely the same thing as when integration occurred in the NFL and professional baseball. Yes, there was tolerance of black players among white players but they were far from accepted, and they were regularly reminded to stay in their place. Lets hope law enforcement grows a brain too.
