What "actual" argument? That the Obama administration - the AG, CIA, FBI, etc. - knew there was no evidence of Russia collusion? Can you try to address that Koy?

The problem is that you won't accept anything less than a smoking gun. In the real world you don't have many smoking guns.

But, surely, you need more than hyper-partisan, pull-it-from-your-ass, speculation?

If he hadn't been told not to, Mueller would have indicted His Flatulence over this.
 
TRUMP’S RUSSIA COVER-UP BY THE NUMBERS – 272 CONTACTS WITH RUSSIA-LINKED OPERATIVES

On April 18, 2019, a redacted copy of Special Counsel Robert Mueller’s “Report On The Investigation Into Russian Interference In The 2016 Presidential Election” (Mueller Report) was released to the public. The Mueller report builds on the U.S. intelligence community’s conclusion that there were two campaigns to elect Donald Trump— one run by Trump and one run by the Russian government. The Mueller report clearly identified collusion between the Trump campaign and Russia, despite repeated denials from Trump and many of his senior advisers and close associates that there were any connections between the two campaigns.

A total of 272 contacts between Trump’s team and Russia-linked operatives have been identified, including at least 38 meetings. And we know that at least 33 high-ranking campaign officials and Trump advisers were aware of contacts with Russia-linked operatives during the campaign and transition, including Trump himself. None of these contacts were ever reported to the proper authorities. Instead, the Trump team tried to cover up every single one of them.
 
In regard to Clapper's testimony on "collusion" we have the following still heavily redacted sections.

Unfortunately, I have to cut and paste and skip sections that would help clarify context--so I've indicated that by the phrase "next screenshot" in between so as not to give the impression this was all from one section as they are not necessarily sequential screenshots--but the gist is of Clapper explaining exactly what he meant by "empirical evidence" and Schiff correcting the record regarding exactly what Clapper was told in regard to evidence of collusion (he was not always informed of exactly what evidence Comey had) and what evidence exists, etc as well as a clear connect-the-dots approach:

Tl;dr version: Schiff expertly lays out evidence strongly indicating payments made between Russia and Trump (and vice versa) for services rendered. Iow, evidence of collusion.
