Should the government be able to “settle” lawsuits?

This info was posted in the Police misconduct thread, and it got me thinking:



Does it serve the public for any government agency to be able to cover up the results of a lawsuit? Would we be better off if the governments always had to go to court and lose? Or maybe just require all settlements to NOT include non-disclosure agreements and be required to include them in all lists of ”transparency”?

I am fine with the capacity to settle but any settlement should be open to the public.
